Need help with Baptisia seedlings

On two separate occasions, I have wintersown Baptisia, got good seedlings (kept potted up over the summer), transplanted to the garden in fall, and found that they died over winter. This last set were covered with clear domes (made of 2 litre bottles), and heavily mulched with chopped dried leaves. Other plants treated similarly (e.g lupines, pasque flower) are putting out their greenery and the Baptisia are just brown twigs. I have some more seed, and I am wondering if I should sow them, and go through this process a third time. Maybe third time lucky?!! Or are they perhaps very late to 'get going' in the spring like my hardy hibiscus. Any help on getting these seedlings through the winter would be appreciated.
