Tips for old seeds

I found some old sweet pepper seeds from a variety that my father used to grow. The lots are dated 1994, 1997, and 2002. They were stored in regular orange pill containers in a dry and cool basement. There are a few dozen seeds from each year. I would really like to revive this variety. I have planted a few, but after two weeks none have germinated. Are there any special methods which will increase my chances of getting these old seeds to germinate?
