Fertilizing Seedlings - how much?

I am planning on fertilizing my tomato seedlings that I potted up about a week ago, but I can't find information on actual volume of fertilizer.

I have the Neptune fish fertilizer, and I was planning on mixing 1/4 t to 1 cup of water - however, how much does each seedling get? A drop? A regular watering? Somewhere in between?

Is there any good site for information on how much you should fertilize? I tend to be a literal person, and I see a lot of information on frequency, but not volume of fertilizer. I suppose that's something that you learn over time, but I'm still pretty new at this!

Start with 1/2 T per gallon of water and increase to 1 T per gallon if the plants look like they need more. Neptune's works great.

Sorry about the double post!
Water the seedlings when the medium is almost dry. Water until water flows from the bottom of the containers and the medium is saturated. I usually feed every other or every third watering.
