Sunflower from seed

Hello! I've been trying this new routine this year with my garden where I soak all seeds in water until I see one/some start to sprout. All my seeds sprouted so far- marigolds, zinnia, etc, but my sunflowers have not! I'm not sure if this is because sunflower seeds need soil to sprout, or if it's because the packets are a year old. I tried breaking open a couple of seeds after about 10 days of soaking, and it doesn't look as if they've done any growing. Should I buy new seeds and/or stop soaking sunflower seeds and just plant them in soil?
