san marzano tomato seedlings, repot before true leaves?

I started san marzano tomato seedlings almost a month ago. Despite putting them under lights right after germination, they have gotten very leggy. The lights are about 3" away from the seedlings. At this point I'd like to repot them into 5" cups, but they don't have any true leaves yet. Can I repot before true leaves form?

Yes you can transplant them and sink them into the soil up to the leaves. I have done this before and they did fine. Move the lights a bit closer to the plants, so they don't get leggy again.
