Bug leaving white worm like trails in leaves

I'm about a week away from setting out my pepper and tomato starts. They have been hardening off outside for a week. I just noticed tonight these white trails in some of the pepper leaves and upon REALLY close examination I saw the what I think is the guilty tiny tiny bug. I've tried reading up on it and wonder if its either aphids or leaf minors. I've never started my own seeds before and even when I bought plants in the past I did not really notice this happening. So I'm wondering what these are and if I need to treat these in some way. Thanks for any help :)

    Leaf minor? miner? Not good at spelling that, but take the leaves off and burn them. Those are the larvae making those trails. Not fun!
