Starting Broccoli Seeds

The intense heat here in NE Kansas poses a problem when attempting to start broccoli from seed. In order to have transplants ready for fall planting, the seeds should be started in mid July. I've tried 32 cell inserts as well as using larger plastic tubs, but germination rate is poor even when kept in partial shade. I have a small greenhouse but it would be much too hot......... The only solution I've found is to wait for things to cool down & utilize my low tunnels into November...... Just wondering how the local nurseries are able to start theirs so early........
