I placed Cedrus Libani seeds in water and changed water every day, but then I forgot to change it for about 3 days and the seeds smell like rotting, but still look ok. Do you think the seeds are still viable to saw?

Can you tell me why you put them in water? I've never heard of such a thing unless it's for a day before you plant. You can start seeds by putting them in a wet coffee filter or paper towel and then in a baggie but you have to check every so often to see if they are sprouted and then plant immediately. This method keeps the soil moist without overwhelming the seed with moisture and causing rot. If they smell like they are rotting they probably are or at least some of them are and if they're rotting the seed will be killed.

I agree, if they smell bad you likely have bacteria and that can't be good for the seeds. I don't know why you were soaking several days either though. You might consider the native origin of the plant when determining the best way to achieve germination. These are native to mountains of the Mediterranean, nothing in their natural habitat would suggest submerging for prolonged periods. Cedrus libani - moist chill of 40F for 4 weeks (moist meaning damp like a squeezed out sponge), following that - move to 70F for germination.

I put them in water, because the seller germinating instructions said to keep in water for 24 hours, but I kept them for like 2 weeks changing water every day as i could not get to saw them quickly as i had no spare pots nor soil mix sand i did not want them to dry out again, but then 3 days no water change cause i forgot to change water and they now smell badly, not sure whether 1 or all 25 have this smell. I sprayed fungicide on them (is that ok to do or should i use bleach instead?), but they still smell. Do you think the (some of the) seed might still be good for germinating/sowing? Can I attempt to saw such stinky seed? I would saw them one seed per pot not to spread if any contamination occurs. How do I check for viability of the (smelling) seeds (Cedrus Libani)? I mix a good mix of perlite, sand, wood chips bark (tiny) and two kinds of soil and mix well all that and saw all my seeds in it in separate pots for my own garden.

To my mind all of your seed is contaminated. I doubt any will sprout. Some people soak their seeds overnight before planting, but 24 hours is the most you should leave them.
