Sowing grass seeds on the top of already grown grass

Some parts of my lawn have grass which is sparse and brownish or in other words not healthy, if I put a thin layer garden soil on top of it and sow grass seeds, will the new grass be able to grow on the top of already grown unhealthy grass so it can supplement the old grass. Digging out the unhealthy grass patches and sowing grass seeds is a lot much hard work. thanks

You should be able to do it, but what is killing the grass there now, and why would it not also kill the new grass? Before sowing new grass I would find out what is happening. Al
