how to germinate seeds for the fall crop?

Its in the 100s' in July and August here in S. Texas. zone 9A. I think I should already have some fall vegetables in the ground, but I can hardly get anything at all to germinate, its so hot. (I guess its the heat) I brought a tray of newly planted lettuce into our dining room, and it germinated.....but of course since there is very little light, they immediately became leggy and died. I am sure that older generations somehow were growing fall crops, and without having to supply an air conditioned room and expensive fluorescent grow-bulbs. What is the solution?
