In my zone can I still sow perennials?

I am part of plant sale for Charity in MAy 2010.
I had hoped to sow over 1000 annuals by july 31st but a car accident has put me wayyy behind schedule.
I really would like to see how much I can get done.but I AM afraid I have run-out of time.. i am willing to use row covers, and a cold frame to get the seedlings as much time as possible... Any thoughts?

I have some fresh delph seeds... can I sow those or are they gonna require stratification...I a pretty sure I do not have time to STRAT and grow on big enough to survuve the winter...

It will be Oct before seedling can be transplanted to pots & then allower to grow on...... so I doubt there will be enough time unless you have a heated greenhouse......
I grow on in a heated greenhouse then give 5 week cold period & get flowers the first year,
