Lettuce germinating and chemical/organics

I wanted to plant lettuce in the garden and in containers. I keep doing something wrong because my seeds never germinate in the garden (same ones do in containers). Is it because a hard rain planted my seeds deeper or I planted them too deep? My husband has dropped leaf and romaine lettuce seeds on top of purchased soil, outside in the garden, and covered those with hay - not dirt. Will this work (he just did that today)? What am I doing wrong outside? Our soil will be tested soon, I know it needs some nutrients added, that is why he used potting soil under the seeds. But the soil wouldn't have anything to do with the germinating would it?

This spot had a garden for 30 years when my parents were gardening here. We have had one for the past 15 years except when my children were babies and toddlers - so about 6 out of the last 15 years, there was nothing planted.

My neighbor is using the land beside my garden to plant feed for cows. Hay, Rye grasses and oats close-by would not cause my vegetable/her garden any problems would it?

Also, I'm surrounded by cows and chicken houses. I am growing everything by seed. I know they use a lot of chemicals next door, I'm trying to grow without any but if I consider the wind blowing and runoff...I'm not really growing without chemicals am I?

The seed should be planter 1/4 to 1/2 inch deep with either soil or hay or.....hARD RAIN MAY HAVE resulted in the seed being planted deeper of washed away....
The neighbor may be using a broad leaf weed control but if it will only affect plants after they have matured.....

I can't give you any help but if it makes you feel any better, I have the same problem with lettuce.

Lettuce seeds don't like to germinate where it is too warm. I always start mine in potting soil in flats in the shade and then transplant.

Thanks everyone, I think Dicot has the right idea. I've been reading about it and I think soil temperatures make a big difference with lettuce germinating. The containers are in the house with the A/C, it's much cooler inside.

Can anyone tell me what's a good soil fertilizer for salad crops? Or something I need to add to insure a good growth? I will try the outdoor crop in a few weeks when the temps get a little cooler.
