How to start cabbage

I have grown cabbage from seed two times now with very little success. Both time I started them inside about 6 weeks before the last frost in a seed starting mix. When they were a few weeks old I moved them to a good potting soil for a few more weeks. I also watered them with with neptunes harvest fertilizer every week or two. They were under grow lights for about 15 hours a day also. I hardened them off before planting in the garden also.

I'm hoping someone has some good advice for me since I am out of ideas. I always see pictures of store bought starts that look like small cabbage plants where as mine look more spindly and small. They do eventually look like cabbage plants but never produce a head of cabbage other than one small head from one plant out of about 20. I kept it organic also. Thanks.
