Citric acid to aid seed germination

Hello all. I've read a few articles about using citric acid to help germinate seeds with hard seed coats, like junipers. Directions I've read say to use a "10,000 ppm soak of citric acid for 96 hours" but they don't say how much citric acid to mix with water to get this 10,000 ppm solution.

Can anyone help with this?
