buddleia stems

I have 2 buddleias that are about 12 years old and the stems are very thin on top compared to the original bottom stems that were there when I planted them. I cut them down every Spring to around a foot. Should I not cut them back in order to allow the top stems to thicken? What will happen to the plants if I don't cut them back?
