Variegated Dogwood: holes in leaves, dying plants

I have 3 variegated dogwood that were planted 2-3 years ago. Late last summer, they all developed multiple holes in the leaves. This spring, one has died, the other has just a few living branches, and the third has leafed out but looks bad. The leaves are coming out and quickly developing holes in them.

What is this? Is it treatable, or should I replace the shrubs. Is it safe to replace these in the same location, or could the disease be in the soil?

I live in central Iowa. The soil is heavy clay. Other shrubs of different genus nearby are fine.
