I am no expert but the pictures of the leaves look like insect damage not some disease. I would say a type of caterpiller. Perhaps one that munches on the buds before they leaf out?

My varigated dogwood is just leafing out now, maybe you should wait on the others before declaring them dead.

Have you pruned them in the past? These shrubs can be hard pruned. In fact its recommended to keep the winter branch colour which is on the new wood not the old.

You could hard prune, ferilize and water and see what happens.

Thanks for your input. I will take a closer look around and see if I can see evidence of any critters. I have pruned them, but not severely. They just haven't seemed very vigorous. I grew them in Colorado when I lived there, and they seemed to grow so much faster, so I wonder if these have problems.
