Someone might be able to guess based on the flowers, but a positive ID will require a much better picture. All I see is a light green blob with purple specs. I can't see leaf shape, leaf arrangement, flower details, etc. This reminds me of a horticultural version of Name That Tune. Why don't you post a much better picture (or two) in the main Shrubs Discussion Forum.

"I can name that plant with 10 pixels...."

The OP hasn't listed a zone or location, plus a picture the size of a postage stamp taken from a distance. Not much to go on. However, I will guess some kind of Hebe.
