Help! Loosing my Shrub!

Can someone help me with my dying shrub? I've tried Insecticide and fungicide with some releif, but it's slowly dying anyways. Also, what is this shrub called?

It's a conifer/pine. (I'll let else be more specific.)

The interior browning could be normal for this time of year, especially if the shrub has been on the dry side.

Do you see any critters?

I can't see any insects, but the needles that are falling have white spots... seed pods maybe...
When we bought this house 3 yrs ago, there was another shrub like this one that had completely died off and was removed.
