Need help with sparce/dying shrubs

These shrubs were placed in my front yard by the previous owners and I'm not sure even what they are. One half of my yard is mostly shaded by a large maple and the other half gets full sun for 3-5 hours in late morning. The shrubs in the shade seem to be doing worse but but both are slowing dying on me! I've dug around them a bit and they seem to be surrounded by potting soil and are covered by lava rock. Could the lava rock be the culprit? I've had problems with grubs but have treated twice yearly for the last two years. Any suggestions would be appreciated.

This looks like Alberta Spruce. The base of the plant looks a bit "buried" and that isn't the best situation.

You might want to inquire with a local nursery if these plants do well in your area (where are you?).

You could also post this as a general question on the discussion forum (this is the gallery side) and tell them you have a picture over here.

Spuce spider mites are a very common pest of this plant.
If not sprayed - they will eventually kill the plant. Go to your local nursery garden center and ask someone which chemical to use.
Also you can spray with hose to knock loose the little critters.
The lava rock seems to be covering the base of the stem - a litle too much, but that should not be causing much of a problem.
