i am of the position that shrubs NEVER need feeding..

they are not children ..

and i garden in sand and they just do fine ... if you have any kind of decent soil.. its a waste of money ...

they are genetically programmed for a certain growth.. feeding them will not make them grow bigger.. faster ... etc ...

i know they were damaged.. and your inclination is to feed them.. pump them up.. so they will grow faster ... and frankly.. i dont buy it all ...

their root system .. may or may not be 'established' ... and until it is.. they will not grow excessively.. above ground.. they will be doing the real work underground ...

all that said.. a little dusting of any cubed fert surely wont hurt .. 12-12-12... 16 cubed.. 19 cubed.. go cheap and generic ... do NOT go high nitro ...

when dealing with shrubs/trees/conifers.. you have to step outside the world of instant gratification of annuals and perennials.. that burst with growth the first year or two ... these things can live 15 to 50 years.. and it sometimes takes a few years for them to really get going ... and ONLY time will make them big and full ...

ps: do get the soil test done ...

If they are growing well and have good color you can assume they are okay.

If you want to provide optimal conditions for new plantings one thing that, unlike fertilization, can be assumed to be an enhancement pretty much all of the time is mulching.

Arborist wood chips or similar material is a good mulch.
