Dormant or Dead?

I have six Weigela 'Wine & Roses' shrubs on the south side of my house that really struggled over the summer but started looking better once the cooler weather came. They went dormant in late October, and I assumed they would be fine over the winter months. I have watered them periodically during the winter due to the severe drought we are having here in South-central Kansas. The soil under the mulch in the flower bed where these Weigelas are planted is moist, but not soaked, and it has been theat way all winter. I did the 'scratch test" on a couple of the Weigelas and saw no green. So I broke one of the larger stems that had leaves growing on it at the time they went dormant. The stem snapped easily and is dry all the way through (no green). I have checked three of these Weigelas and they are all the same. Are these shrubs dead?
