Damaged privet plants

I spent all of last spring/summer babying about 96 very small north privet shrubs in my backyard. It has been an uphill battle, unfortunately, due to neighbors who have run through our yard and caused damage.

After the summer (severe drought), the plants were roughly 1' each, maybe a bit shorter. They leaved out very well and seemed to be thriving despite the drought, albeit small. I ultimately put up some green plastic fencing to protect the plants from people.

I didn't take the fencing down in the early winter, but my husband did after a wind storm. I went out today to discover that many of the plants had been sheared down to almost 4" tall. I do believe the fencing caught on the plants, and since the stems were cold and brittle, they snapped off.

So...how badly stunted will they be come spring? Or, is it possible that this will encourage more 'bushy' growth? This is so frustrating. Let's say that our neighbors have 'inspired' us to want a tall hedge around our property.
