Wax-leaf Privet maybe stunted?

I moved into this house a year ago and there's a pretty green wax-leaf Privet in the backyard. Its only about 2 feet high and hasn't grown an inch since I've been here. I discovered yesterday its just planted in clay! If the roots are stunted, can it regenerate if I transplant it, even after all this time?

    a pic would sure help us ...

    it has been winter.. even for you.. it really should not have been very active for the last few months ...

    there are ways to PROPERLY plant in clay.. but otherwise ... clay itself will not hurt a plant ... as compared to the peep who did the planting ...

    we really need to see it.. to help you
