removing Viburnam plicatum 'Mariessi' suckers

I recently noticed my 7-year old Mariessi is suckering like crazy. There's 10 or so clusters all around the shrub coming out about 3-4 feet from the center. Do I have to dig down to cut them off at the root or can I just cut them at the soil line?
I suspect the the former is preferred, but that's going to be a ton of work.
I used to do that with my crabapples, but I'm not convinced that it actually hindered the regrowth. Perhaps. Dunno.
