Watering immed after planting

It is a shrub that I just planted, but question applies to many categories of plants.
(If answer does depend on category, then differentiate as necessary.)

Water immediately at time of planting; that statement is universally unqualified.
Seems to me that qualification is necessary.

It rained heavily a few days ago. Two days later, ground had drained nicely.
Wetness in entire yard, and in hole bottom, is as it would be
if the ground were drier and I had watered plant after planting.

Question: Why water this ideally wet soil?
