pruning weeping pussy willow

I recently bought a weeping pussy willow tree like. The instructions say to cut the branches back to within 2 inches of the stem. Do you really cut all the branches to within 2" of the trunk or do you just trim the branches 2"? Mine has started growing green leaves vertically skywards, and I haven't yet cut the branches back because I am not sure how much to cut. If I cut to within 2" of the trunk, I would be cutting at least 10". Does that sound right? Also, is there a "right" way to cut them?

Bolt upright sprouts liable to be rootstock, needing to be cut out. Rest can wait until a year when you get a buildup of dead branches inside, then cut back all few to several inches beyond main framework right after bloom.
