Boxwood blooms

My boxwood seems to be blooming, kind of. It has lighter green cupped leaves opening up that looks like it's about to flower out, but inside this appearance of blooming is strange white stringy stuff. It comes right out from with inside the leaves that look like they are about to flower. Is this white curly stringy stuff normal? Is it the seeds?

do a search on Boxwood Psyllid and see if that is what you have.
