Judd Viburnum- The leaves on the viburnum started turning brown

I have a Judd Viburnum in my yard which is 3 feet tall. It was not doing very well last year so about 2 week back, I applied two fertilizer spikes at a distance of 1 ft. apart from the base of the shrub. After 3-4 days, the leaves on the viburnum started turning brown. Now the situation is about 70% of the viburnum has brown leaves.

Is the viburnum dying or green leaf will come back again by summer or earlier as the branches are still green. I checked two or three branches by scratching with my thumb nail.

Any advice or suggestions to save the viburnum will be helpful. Do you think, it happened due to over-fertilization or the viburnum is under some stress, may be the spike hit one of its root? There is no damage to the root branches at the base of the shrub. I am keeping the viburnum moist most of the time, not over-watering.
