black bugs on winged euonymus

Planted dwarf winged burning bush last summer. This is it's first spring awakening in my garden. Today it's highly infested with little black bugs hanging in rows attached like eating the plant. From online research they look like black vine weevils. I also found some of the little white grubs in the roots when I pulled plant up and carefully disposed of it. I'd rather not deal with any shrub that tends to infestation like this.

This is my question: What should I do to the soil in that spot to maybe kill bugs and grubs left behind. Is a general ortho 150 bug killer type of stuff good? I just looked online and saw some info that said spraying insectisides into the earth doesn't do much good. Should I do any thing to the soil to try to kill the remaining bugs?

I'm thinking of putting a nandina in the same spot now. Is that resistant to black vine weevil?
