I think it's a variety of Pieris. There are many.

I agree with flora - it is an Enkianthus. And one that has been horribly mispruned previously! The normal growth habit of Enkinathus is to grow in layers or tiers, with interior, older branches providing the vertical height and exterior branches stepping up to that height in varying degrees. The effect is rather airy looking and with foliage typically clustered at the ends of the stems. It does NOT grow naturally in a big dense, rounded ball.

If you really need to reduce size by half, I'd consider just getting rid of it. It wants to grow to 10-12' tall and should be maybe half that in width. Any additional pruning is only going to disfigure the plant further.

Yes, letting it grow up into its normal size and structure would be quite an enhancement to the scene. Cutting it back even harder is not a good idea at all.

your garden is not lush enough.. to hide a multi year renovation project out in front of the house ..... can it be done.. sure.. why not ... should it be done.. NOT!!!!

if you like the plant.. buy a new one.. and train/prune it properly ...
