Sand Cherry Help

I have what looks to be a sand cherry shrub, however it has a some very thick, several inches in diameter, trunks.
It looks like a cross between a shrub and a tree.
It is roughly about 8 feet tall and crazy bushy.
There are smaller stems that branch off the trunks.
Anyways, It looks horrible. completely overgrown and does not have a good shape at all. Part of it looks to be dying too, but that possibly could be from improper trimming and not getting sun.

Ive been reading other posts about these shrubs and know i can cut it back drastically, but since it has very thick trunks, I am not sure exactly how far to cut it. Should i cut the thick trunks back as well?
Is it too late in the spring to trim it back as drastic as i want to?

Any advice would be greatly appreciated as right now its an eye sore in the front of my house.
