Fertilizer suggestions needed

I Planted a new ninebark last summer, in a semi-shady area, our soil here is slightly alkaline. This shrub is struggling this year, barely leafing out. It is getting plently of water, and I am wondering if I should give it a dose of fertilzer? Any suggestions?

never fertilize a stressed plant ...

could it have gotten hit by frost/freeze in z3??? within the last two weeks???

how much actual sun???

what is your soil type ... is there proper drainage???

how about a picture??

No frost in the last month, although it is supposed to freeze tonight.
The soil is clay but this area was where we piled all our grass clipping for years, so it is in good shape. Drainage is good, maybe a bit on the wet side. Sun is more shade than sun, an elderberry planted about 15' away at the same time is doing wonderful.

I will try to get a picture later today after work.
