I have, in my neighborhood a plant (hedge) that from a distance looks almost white with flowers, but up close it looks a lot like Privet but the leaves are variegated and the new growth is white. The under (mature) leaves are variegated and the same size as regular Privet.

I googled "Variegated Privet" and found that there is such an animal but none of the articles mention the Spring growth coming in as white.

I'm wondering if this is a plant similar to Privet or is it actually Privet.
