Is This Variegated Privet

I have, in my neighborhood a plant (hedge) that from a distance looks almost white with flowers, but up close it looks a lot like Privet but the leaves are variegated and the new growth is white. The under (mature) leaves are variegated and the same size as regular Privet.
I googled "Variegated Privet" and found that there is such an animal but none of the articles mention the Spring growth coming in as white.
I'm wondering if this is a plant similar to Privet or is it actually Privet.

There is also the 'Hakuro-nishiki' variegated willow. That has become fairly prevalent at outlets. But there should be some pink sections on that one.

Does that variety start out almost white and then the leaves change to variegated?

Yes, on some branches. Many other variegated plants also display portions of entirely non-green foliage. Try searching the cultivar name for photos and more discussion.

The privet you were thinking of might have been Ligustrum sinense 'Variegatum'.
