Cut them to the ground and see what happens. I have had some older than that but they really benefit from being 'refreshed'. There was a thread on here a few days ago about this very topic - if you search for it you can see several people treat them this way. Not a shrub to be babied.

and then go run your shrub over with the truck.. and be amazed at how it recovers
