I'm pretty sure I see buds on all those bare stems.

I'd be inclined to wait 1 more week to see if they progress.

If nothing, I'd cut ALL stems (to ensure balance) back to about 8" above ground. It will back bud and fill in nicely. Trust me on this.....

I just did this to my Grace a few weeks ago and its starting to fill in nicely as shown today.

I also have probably the same cultivar as yours with unbalanced growth that I just cut back a few days ago. Its filling in evenly but small as of now. By mid June it will be several feet tall.
