Snowball bush help

Hello everyone. Pictures below is my snowball bush that needs some help. It was right against some very invasive 20ft tall bamboo. I think that's why it looks so weird. I researched and I found out that I should cut 1/3 of the oldest branches once a year. That would mean a whole new plant by the third year right? Would the "oldest" branches just be the thickest? Should I start on the damaged side or does it even matter? When would be te best time to prune the oldest 1/3 of the plant?

Also, I'd like to propagate this snowball bush. I read about layering and just taking cuttings. My question is if I have any suckers growing below the bush that I could just dig up. I've done this with my lilac bush that I've found a few around. I just can't tell if what's around he base of my snowball bush are suckers from it, or just weeds. Once I have an answer I'm going to clean all the weeds and mulch. Please take a look at my pctires and help me out. Thank you so much!
