Viburnum leaves all brown

I have a 10 year old common snow ball viburnum. This year the leaves were all green but a little sparse. Within a few days the leaves all turned brown. I scrapped a few branches and underneath the bark there is green - so the bush is alive. How can I get it back to life. It gets about 8 hours of sunshine, I put some 5-10-5 fertilizer on it. I didn't see any bugs flying off the shrub. Would appreciate any help and thanks in advance. I didn't over fertilize it.
