Cardinal Candy Viburnum not producing foliage.

I put in a Cardinal Candy Viburnum last Fall as well as 2 other kinds of viburnums. The other two have leafed out and look great. The cardinal candy looks like it has dried buds on the branches, but they did not flower out into leaves. They looked dried up. I thought it was dead, but today I noticed that it has some green leaves at the base of the plant. The entire plant is only about 1.5feet tall. Should I cut it back to the base or just leave it? I am not sure since I am new to Viburnums. Thanks for any help.
