Cut back shrubs?

Hi there,
I'm renting a home where part of the contract is to take care of the plants in the yard. When we moved in, all of the plants were already overgrown and now that we're halfway through spring, they've grown quite a bit more already.
Unfortunately, one shrub is in front of the water faucet - making it impossible to get to it to hook up the hose and turn on the water.
I'd like to cut them back, but don't want to risk killing the entire plant. Is it safe to cut them back now - or should I cut back just the area I need to in order to get to the faucet? I've read that I'm supposed to wait until fall to do any pruning, but this is something that just can't wait through an entire season.. I don't want the shrubs to grow into my neighbor's yard next.
Can anyone advise?
