Is my shrub dead? Will it come back?

I live in Alberta. I purchased this shrub last year and over the winter it has turned brown and appears to have dead branches. It does not look like it is reviving. Can you tell me what it is, what may have happened (cannot withstand -40?), and how to revive this one? I have no animals.

WAG??? .... temp fluctuations in winter due to the impact of the cement next to it.. which can warm in winter sun.. as compared to the dormant plant next to it???

cut out all the dead stuff.. and decide if you want to look at being so ugly for a few years.. if it survives next winter ...

i learned a long time ago.. not to plant things that close to a divergent ground material ....
