Privet hedge

I have a privet hedge that is about 4 or 5 years old now.

I've trimmed it since planting time for full growth - every 12 inches I cut it back 6 - for a nice full branching system.

The problem is every time it rains, it flops over, A LOT, and then as soon as it dries it has lost its nice hedge shape.

Do the stems eventually strengthen up? Do I need a soaker hose at the base - maybe it needs more moisture? I've seen other hedges around town that don't flop like mine. The entire hedge is about 5 feet in height.
