Deer-ravaged juniper, how to screen it with grass or perennial

I have a very nice juniper that is about 14 feet tall and 2+ feet wide. It is in a south-facing garden that is low maintenance--we have limited water supply. The winter before last the deer chewed off almost the first 5 feet of branches. We wrapped it in burlap this winter. There is some sign of growth returning but it looks a bit bad.

Can you suggest a perennial or grass that might reach 5 feet to put in front of it til it recovers (I HOPE it recovers). Perhaps I am incorrect to assume it will fill back in. If so, I would like to know so I can start shopping for another juniper.
