Buddelia (aka Butterfly Bush)?

Looks like Vitex a gnus castus, which is just coming into bloom here in the SF Bay Area.

Thanks for the comments. I was at Lowes and saw the tree. It is a Skoal Creek Chaste Tree.

Yep, chaste tree is Vitex agnus-castus! Monrovia terms 'Shoal Creek' an 'improved cultivar' but that may be because it has improved their bottom line. They do not describe its particular attributes. Since most people are attracted to this plant by the color of the flowers, I'll guess that 'Shoal Creek' has even better color than the others.
