Sorry......for your area there is nothing with that coloring that holds its leaves all year. In fact, there are a very limited number of plants that offer that feature for even very mild climate gardens.

The closest you may be able to get is to use lavender for a hedge. 'Hidcote' English lavender stays very compact compared to most varieties and has a very dark purple flower. You will need to shear the plant tightly on an annual basis to keep in a neat, hedge-like form. There are some other, almost dwarf forms as well but Hidcote is very hardy and widely available.
