arctic sun dogwood

I have an arctic sun dogwood about 3 years old in full sun. Every year it does nothing and has dieback at the end or middle of the branch. If it would sucker, I could rejuvinate it so it would look healthy. Can anyone share there experience with this shrub?

Could you give us a picture of the shrub so we can see what's going on? It should be happy in full sun, so there must be something else stopping its growth. Maybe a couple of pictures, including the base of the shrub.
