I would say it is a Forsythia with some sort of damage causing distortion and browning of some shoots. Has she used a herbicide anywhere near it? Did she mention yellow flowers in the spring?

She can't recall any flowers but it was planted in mostly shade.

I took the id not only from the leaves but mainly from what I can see of the twigs and buds. Because there is a certain amount of green wood there, it is possible that the shrub has been pruned and that could account for the absence of flowers if it was done in the Autumn or Spring. If it is pruned at all, and it doesn't really have to be, Forsythia should be cut back immediately after flowering or you'll be removing next year's flowers buds. Perhaps your friend can study the pictures at the link and see if they tally with her plant. Normally Forsythia would be a cinch to id. It is a very common plant. But I'm afraid the photos don't really help very much as they hardly show any twigs, buds or growth habit and they are not in focus.

Here is a link that might be useful: Forsythia
