define 'regularly'

in my world .. all SHRUBS grow higher forever ... its just a matter of how fast ... named varieties of dwarf versions grow slower ...

in the same world .. all shrubs eventually need 'rejuvenation pruning' [google that term] ... to maintain a given size ...

not leaving that world.. no shrub should ever be pruned regularly ... it destroys the natural shape.. and often interferes with flowering, if any ...

soooo.. back to the top.. what do you mean by 'regularly'???

Since this is a park and not in my yard, I won't remember to go over there annually to prune. I'm looking for something won't get too wide or take over if it's not touched for a few years. I think my favorite is nandina domestica, just for that reason. I've got a bunch of them in my yard that have never been touched in 12 years they've been planted. I don't fertilize or prune and they still look great.

"Ivory Halo" Red Twig Dogwood is more compact (3-4 foot tall and wide), at least in my landscape, ... and very bushy. I've never done any pruning of them across (5) years or so, and they still look great.

On the other hand, I also have "Elegantissima" which grows much taller and isn't as bushy. "Elegantissima" needs pruning annually to discard the dead wood and non-red stems.

Both of these varieties are variegated. "Ivory Halo" has more of a wine-red stem color, while "Elegantissima" is a bit brighter red.
