finding a source for potentilla

i'm always looking for long term blooming plants that honeybees frequent. recently at a rest area along I-68 in w. virg. there i saw some white & yellow blooming shrubs that were loaded with bees. w. vir. dot says they were potentilla. in the photos i've looked up the leaves are larger but there seems to be a wide variety of these shrubs. the plants that i saw had evenly spaced rows of 3/16" w. x 1/4-3/8"l. leaves. anyone have a source for these? no one is offering them locally that i've foumd yet. i also saw some holly that was pruned into hedge at culvers that bloomed early that were loaded with bees. anyone know the variety of holly that they use at culvers hamburger joints.
