Should I replace my pittosporum?

I've had my pittosporums for 3 years and this is the first time I've had any problems. They suffered some winter damage and lost most of their inside leaves. One is worse than the others though. It still has some of the outer leaves, but hasn't put out any new growth this summer. Is there a chance it will still recover or do you think it needs to be replaced?
